a better understanding of existing resources and the dynamic relationships
that connect them, the planning of development efforts now revolves
around the concept of internal growth rather than external
change.

Planning consists of strengthening existing resources while introducing
new resources that are complementary in nature. A strategy

resources and adapt or modify those new resources to achieve more
effective alignment.
